She was not normally let out and was enjoying being out and did not want to come in. She was enjoying being out side playing in the fenced equipment area south of the library. A man parked across the street let his 2 large dogs out to run free unleashed and sat talking on his phone. One large black dog got into the fenced area and attacted Skunk killing her.
